Dour? Hardly.
A person gives their word that a given event will occur.
The event does not come to pass.
I feel it is realistic to doubt their veracity.
A realistic viewpoint.
I judge a person by his/her words and actions.
And as to being a moderator, an outsider has a clearer, uncompromised view and better judgement.
If I wanted to be one. As I said, you missed the point.
