The limit is on downloads to different devices, not to the same device. Usually the limit is 5 or 6 simultaneous devices (but a device that is sold, etc. can have its license freed up, I understand). You can download to the same device an unlimited number of times. The licensing is per-device. These limitations are by the publisher.
