Yes. I think of facts as measurements, which are subject to error and judgment etc. but they do fit into a large context, a larger system, if you will... just like the temperature in your house is a measurement, but it is measured and is part of your airconditioning or heating system.....
"Facts" are things that play into larger systems like society, science, history, etc...
