Only if everyone does the sensible thing and swaps, doubling their bet. If everyone did the sensible thing, no-one would play roulette!
I do agree that it wouldn't make a good casino game though. The house does like its cut. 1/37th (or 1/19th in USA) is enough to make roulette very profitable...
