Something entering the public domain benefits a very large amount of people by a relatively small amount each. Something remaining protected benefits a very small amount of people by a relatively large amount each.
Governments tend to act to benefit small groups of clearly defined interests, rather than large un-coordinated groups, as the former can lobby more effectively than the latter.
