If you get an annual tax rebate check you are doing something wrong. You are basically lending money to the government for free. You should adjust your withholding so your return isn't more than $100 or so.

Of course, some people do this (over withhold) because they have no discipline and can't save. They use the tax return as their christmas club or annual vacation money. To those people I still say... reduce your return so it is minimal, open a money market type savings account and have your employer direct deposit $100 a month to it out of your net pay check.
