The way I understand it, Cuba restricts most of the country's Internet to domestic only traffic... in other words, people in Cuba can only connect to servers within the country. They only let certain people like government officials or students have limited global Internet access. Or you can pay a lot of money at hotels or air ports for extremely slow and still partially restricted global Internet access.

But I've only read about it, I don't know all the details.
