From what I've read about Cuba's Internet restrictions you are screwed. I think you're going to have to wait until you're out of the country again to connect to the Apple Store.

As for books, there may be digital book vendors in Cuba (I have no idea... never been on Cuba's domestic Internet). So although you can't connect to the iBooks store you may be able to download epubs from other sources and read them on your iPad.
