Well... If an iPad is jailbroken (with the Spirit JB for example:
http://gizmodo.com/5533921/how-to-ja...-touch-or-ipad) an alternative App store, Cydia, is installed. That store has many free and paid apps that are not available in the Apple app store.
Once the device is jailbroken, you can also install pirated Apple app store apps, downloaded through P2P torrent sites. I am not advocating that you engage in illegal pirating activities but sooner or later you would have found out about that just by Googling.
In your particular blockaded case, that type of thing seems almost justifiable. Or that could just be my peculiar sense of justice...shrug.
