I have the lingvo dictionary, which was kind enough to have a sound sample for the word. It sounds chitAtel to me, and the a sounds more english with a tendency to ae rather than ah. Or maybe I'm hearing it wrong (?). The emphasis is clearly on the second syllable, of this I'm sure.
