While I wouldn't argue with your general recommendation, I do need to point out that some PDFs
are reflowable, and you can view them just fine on a WM or WinCE device. But they're bigger files, they take longer to load, and it's just not as good a starting point. Still, a reflowable PDF--if that's what you have to read--is probably going to look better viewed directly as is. Nearly every conversion from PDF to epub that I've attempted has introduced weirdnesses here and there.
It is because PDF is such a popular and common format that I've created a reflowable PDF version of all of my free downloads. It's not my own first choice, but it does work okay.
