In France there was traditionally a celebration at the summer solstice (la Saint Jean), now instead we have La fête de la musique, which is supposed to be an urban equivalent as a time for everyone to rejoice and be merry. Insert preferred well-wishing politically correct term here. In France "festif" is a favorite, with "convivial" a close second. Personally I would go for "noisy"
