PaintShop doesn't have that limitation, but I can't figure out how to resize in PS. Every time I try, after I've saved the picture; nothing has changed. MS Paint is a simple program that doesn't appear to have been upgraded in any way since at least Windows 3.1 as far as I can tell; but it's great at what it does. I find using a combination of the two produces some powerful results.
