I tried some googling around for exact rules when you originally posted this but couldn't come up with anything clear, but regulations for what distance wells must be from shore doesn't look to be some big secret or some big recent conspiracy. For instance, I saw a link mention regulations keeping drilling over 100 miles off Florida's shore (with the Gulf spill a little more than 40 miles from land right now.) It is public information-- news probably hasn't been reporting on it because they think it is a non-issue.
