My first draft is always a little lean, mostly action and dialogue. So I always add descriptions and sometimes whole scenes in my second draft, sometimes up to 7000 words. Then in the third draft, I cut adverbs and other little excesses, around 1000 words.
But I've never written a book longer than 95,000 words. Whenever I cut whole chunks, I save them for possible future use.
