Dictionary - national characters input

I'd like to return to question of national characters usage in dictionary. I see several ways:
1) surquizu way: implement 4 columns of characters.
Pros:
-easy to implement for one language
Cons:
-Entering 'normal' characters more dificult (now one 'column-change' is enough to select any column, it changes to two
-less space for results (only minor problem I think)
-e.g. czech language uses 15 national characters I think (simply more than 10)
-it would be necessary to implement 'keyboard switching' in configuration for different layouts

2) Switch key: remaining 'free kb position' (in lines of 0) and/or button (e.g. mark or zoom) wil switch keyboard to 'national characer layout' where national characters of varius languages will be.
Pros:
-does not change '3 column' kb. layout
Cons:
-only 30 national characters for all languages (is it enough?)
-more dificult entering of national characters (but they are rare - so minor problem)
-national layout messy with 'useless' languages

3)Shift key: remaining 'free kb position' (in lines of 0) and/or button (e.g. mark or zoom) wil switch keyboard to 'mixed' state. Some characters will be changed to 'national version' based on selected language (e.g. 'a' -> 'á', 'c' -> 'č').
Pros:
-does not change '3 column' kb. layout
-very natural location of 'changed' letters
-we could use 'multiple shift' for 'similar' characters: (e.g. 'u' - 'ů' - 'ú')
Cons:
-it would be necessary to implement 'keyboard switching' in configuration for different layouts

Any comments? What do you preffer? Any better way of entering? I'm willing to implement it if you found it usefull but someone has to decide which way. And I thing that kartu is proper 'someone' as he is 'responsible' for whole PRS+
