Lo and behold,
Apple has changed their no cash for iPads policy (and given a free iPad to the woman featured in the story). You can pay cash now if you set up an Apple online account at the time of purchase.
Maybe if someone with a sufficiently hard-luck story regarding the iPad's lack of Flash goes to the news media, they'll relent on that too.
