I don't think anyone is suggesting that the iPad ought to come with flash pre-loaded. The point is that IF you want it, it should be an option. For those who don't want it, they don't need to have it. Heck, Apple could include all their reservations and warnings in the installation screen and still give their users a choice.
But as usual, Apple's contempt for its own customers prods them to insist on making their decisions for them.
What's sad is that this business practice seems to work for them. It deeply depresses me as a human being. One of the many reasons we need better computer literacy in the schools; if consumers were more computer literate, they wouldn't put up with the nonsense that Apple and Microsoft and others subject them to on a daily basis.
