in french we call those decorative elements "mouche", i'm not sure of the name in english. but i agree that scenebreaks are just as important to understanding some stories as using the right word can be.

you know, my impression is that that happens a lot...

it's very easy in epub to add a bit of extra space to indicate a scene break, but if this were done *properly*, with an extra padding space added to the paragraph (rather than adding an empty extra paragraph), it's quite possible that a conversion will just strip out that style. don't blame epub for that !
