Yep, most likely.
Someone could make a 3rd party that app that worked with certain photo uploading sites as well I suppose.
It's just one of many reasons I hate that there's not an open file system. It makes what should be very simple, built in tasks complicated and dependent on 3rd party apps to add basic functionality.
