No. Calibre has a very flexible system for marking chapters and any chapters created in the FB2 output would need to honor them. Unfortunately, I don't have the time or desire to implement this functionality.

At one time it did create chapter boundaries with <p><title> </title></p> using H tags but it was removed because 1) it was confusing to people why their custom TOC's were not being honored and 2) not all books mark chapters with a single type of H tag.
