IPS LCD panel the cheapest? Nah, that would be the 7-bit TN Panels popular with gamers due to their superior refresh rate...Too bad about their craptastic color fidelity that makes them useless for photo editing. Take a look at the type of panel in the highest quality LCD monitors... IPS? Usually. PVA? Sometimes. TN? Never.
