1&2) I'm using an english (US) version of WinXP with "Language for non-Unicode programs", keyboard layout and all the rest set to German. I left the prs.properties untouched:

FW_VER=tip
SC_VER=tip
PRSP_VER=1.1.0beta
INSTALLER_VER=tip

3) The temporary fix works fine (used a path with / in the end), thanks.
4) Ah, I see. I thought I'd read about that somewhere. Well, the option is still there.

There are some strings that aren't quite ideal in the german translation, I'll try to find better wording where necessary.
