He got a bill. It was routed through a third-party company, as if you'd ordered from Borders bookstore and been sent a bill from Barnes & Noble because Borders just handed along your order to them.

It's harder to dispute the charges when the company you ordered from isn't the one that billed you, or when the name of the company on the webpage isn't the one on their billing statements. It's one of the ways that scam companies keep the money they've taken, by making it harder to trace what was actually supposed to be purchased.
