Because they aren't set up to process them efficiently, and don't care.
That's no surprise. Companies
love rebates because they cost little. Most folks who purchase a rebated item never bother to do the paperwork and actually claim the rebate. I think the average I've seen for rebates claimed is about 3% of the total purchases.
It's not a discount applied at purchase. The rebate spurs the impulse purchase when the customer is in the store, but the customer doesn't file for it afterward, so the company gets the sale at normal retail price. For the vendor, what's not to like?
I think I'm owed a rebate by PNY, too, for an SD card purchased some time back. I shrugged and got on with my life when it didn't occur. PNY isn't my first choice for that sort of kit because my experience has been that other vendors make better products. (The card had read speeds comparable to other cards, but
write speeds an order of magnitude slower.) PNY simply dropped lower on my list of who to purchase from given a choice.
