Probably they do. But they are spread thin qua programming resources. Originally they just wanted to offer basic programs and have a large company add and tweak for their employees etc.
Now Irex has to do more for the non business customers. That is why they are asking for programmers. If I could program..I would apply. Hell, they are 1 hour by car away from my home.
