I'd suggest Flashing to 1.1.00.18040 with (slightly modified to ignore firmware version) sony flasher:

Then installing PRS+ again.
Do I download and run Special.exe on a blank SD card in my PC than insert it in my reader and turn it on or just download it to the SD card, put it in the reader and turn it on?
