The pre-order part is because it will be released on April 27. This is a promotion by HarperCollins to try to get readers hooked on ebooks by Robin Hobb. It isn't unusual for a publisher or author to offer a free download for a limited time, and this is part of a series of free releases (see Free on Kindle as a Pre-Order - The Dark Tide).
