Nearly all laptops are doing that (i've seen that on all laptops i've had, namely Fujitsu Lifebook, Sharp Widenote, Thinkpad, Kohjinsha and our local Averatec-like brand).
The difference is that you can see and change these limits in ThinkVantage Power Manager, but can not on most other (non-thinkpad) laptops.
