ok. i'm not sure what article you're referring to. but if you watch the keynote address here are the facts:

1. apple will sell the ads (do the work finding companies wanting to advertise) and the work producing the ads. neither the company doing the advertising nor the application developer has to do any production work.
2. all ads are developed in html 5, no flash
3. an app developer is free to develop their own applications. these applications can NOT include any ads at all. they can include ads from the developer, where he sells ads and develops his own display system, etc. and keep all the monies generated from those ads for himself. or he can use apple's ad display system, sparing him the work of selling ads and coding them up. if he chooses this option he gets 60% of the revenue generated from those ads, apple keeps 40%.
4. applications with apple's ads can be free apps, or the developer can charge whatever he wants for them.
5. the developer has no control over the content of apple's ads if he uses apple's system.
6. apple's ad system allows you to view the ad including static, video and interactive content (including games) yet return to the original running application at any time. a developer system might not have these features.
