So to summarize:
1 - Desktop pc:
http://192.168.1.100:8080/ works. This being the computer running calibre
2 - iPod Touch safari
http://192.168.1.100:8080/ doesn't work but internet does
3 - borrowed laptop
http://192.168.1.100:8080/ doesn't work but internet does
The fact that the laptop is on your network, and I'm assuming you can browse the internet with it, yet can't see your calibre web server means something in between is stopping that traffic.
I would have to say, with your Windows 7 firewall off and no luck, it's something about your 3G router. Can't explain why it worked with your Mac unless it is your virus software blocking connections in. Sometimes it's not enough to try and stop those programs they leave services and system hooks still in place. The best way to be sure is uninstall it temporary and reboot. But then again if the laptop can't ping the Touch, it's got nothing to do with your calibre pc.
I'm not familiar with that type of modem and if it's doing something like vpn connections or some sort of segregation. If you're renting it with some sort of support, I would call and explain your problem. The simplest thing to explain is your 2 pc setup; 1 pc running web server @
http://192.168.1.100:8080/ which you can see and 2nd pc that can't see
http://192.168.1.100:8080/
Alternately, log into the router @
http://192.168.1.1 (the default password is likely admin) and in the security page, see what the various settings are.
