I wouldn't be surprised if apple's reasoning is something along the lines of an ebook app and store are something of a selling point, but not enough of a selling point to make it a major focus for them when they are launching their new hardware. Don't forget those disparaging remarks made by Steve Jobs in the past about reading and ebooks.
