When I was in grad school I worked summers in the research library on campus - 8 floors plus basement. They kept it SO cold (to keep the humidity down) that you could identify library employees on campus since they were wearing long pants and carrying heavy sweaters in July & August.
We tried using space heaters, but one morning apparently everyone turned their heater on at 8:00 simultaneously - and blew every circuit breaker. They were then forbidden. [Hidden under desks]
