One can have a "compilation copyright" on a collection of material, even if the individual contents of the collection are in the public domain.

Eg, in the UK, the telephone directory is protected by copyright, even though all the information it contains is in the public domain.

In the case of the BlackMask DVD, things like their indexes, etc, will be protected by copyright, and one could not duplicate the DVD without BlackMask's permission.
