yes. It's actually very strange and varies tremendously from company to company. At my previous company all time off (vacation, holidays, sick days) was rolled together into PTO time (Paid Time Off). That was great.
At my current job they separate everything out. you get 1 day of sick time per month (or so) + whatever vacation time (2 wks per year currently) + legal holidays etc. And they have to be tracked separately. For people who are never sick it's like not getting full benefits imo. I don't have kids (sick days can be used for that) so I sort of feel it's my right to take off if I'm feeling a bit under the weather (even if I could go to work and spread germs around
