Here in the UK we've had free hearth care as long as I can remember. If you want private hearth care you can pay for it, but it's good to know that if you have hearth problems you can get them fixed regardless of your ability to pay. To be honest, prevention is better than cure anyway. Getting your chimney swept regularly, as it were, is very important.

Free hearth care in the US? I wouldn't get stoked about it.
