Charging via the mini USB plug can only be done with a PC that has recognised the charger. External USB chargers don't work and will in fact deplete the battery further i.s.o. charge. If the PC goes on stand-by, charging is interrupted.
this is actually not true. if you're using a usb cable that shorts out pins 2 & 3 (to make the reader think it is plugged into a pc) it will charge just fine. you just have to have the right cable. i use such a cable with my very small apple usb charger. i use the same cable with my garmin nuvi because it's got the same issue.

there are basically 3 kinds of usb cables:
  • very cheap ones that only supply power (and ground) and don't have the data lines hooked up. these can be used to charge some devices but not transfer any data.
  • full usb cables that profile power and data lines, such as the one that comes with your sony reader.
  • charger cables that supply power and ground, and have the data lines shorted out. they can be used to charge devices such as the reader, but won't work in transferring data when used with a computer.

the bad thing is most people don't know what they're shopping for, and most cheap cables really don't indicate what they are (usually one of the first two types).
