I would guess that if a large company like Canon wants to do a promotional price on a specific item, it's perhaps easier for them do it that way rather than have to change the price structure for all the dealers, etc.

That is completely spurious logic. The fact that there have been scams involving rebate offers certainly doesn't imply that all such offers are scams. That's a ridiculous generalisation.
