Lol - I figured it is because I only buy the cheapie books so they don't want to give me big coupons for those.
I don't know if the OP got the coupon from there, but apparently if you have a Twitter account and follow Kobo on there they have other coupons. They have one right now for $3.00 off a Harlequin. I don't have a Twitter account so I don't know if it's the same one.
The coupon worked for me, too.
BTW, if anyone is looking to buy Smashwords books from Kobo, check the Smashwords site first to compare prices. I saw one at Kobo that had a "list price" of $4.95, while at the Smashwords site it was "set your own price."
