I think it should be run in a similar manner to Presidential elections in the United States. Nixon lost to Kennedy in 1960, but ran again two election cycles later years later and won.

I think you should be able to nominate any book as many times as a relevant category presents itself (if it's a real loser, it's your vote you're wasting), but a book that has won should not be eligible for consideration again for at least two (or more) years.
