Au contraire mon frere. I live in DC too, and I can assure you that there are quite a few in the District. As a matter of fact, there's a great free hotspot about 2 blocks from my place.
Do you live in the VA burbs? You mentioned Dulles... which isn't exactly DC.
Regardless, you may want to check
this site out. There are quite a few Panera Bread Co's and Schlotzsky's in the DC Metro that are free (or the price of coffee).
