I suppose if there is no response, it doesn't necessarily mean that a component has no power. Perhaps there is a hum when the wacom is enabled or when used with a pen? If so, then moving the pen over a device in standby while listening closely may reveal something.
In standby, it doesn't react on anything except turning it on.
