If you did that right after enabling SD/MS scan, sometimes nothing happens, if you did it too fast.
PRS+ Installer's first screen looks like this:
Other folders could not be the problem. (unless you have too many of them/ use non Latin letters, so that the reader bugs and doesn't see part of the filesystem)
The folder structure on your MS/SD card after extracting the installer should look like this:

As you are the first user that tries to install it using memory stick, it could be that there is a bug in installer code that prevents it from starting from MS card.
