I also have this issue, but I have some more information:
The issue is unrelated to region settings, but rather is related to the Launcher Agent.
When running /Library/Reader Library/Reader Library\ Launcher.app/Contents/MacOS/Reader Library Launcher
from the command line, the output is:
Can't read default CA list: 33558530 - error:02001002:system library:fopen:No such file or directory
Can't read default CA list: 537317504 - error:2006D080:BIO routines:BIO_new_file:no such file
Can't read default CA list: 185090050 - error:0B084002:x509 certificate routines:X509_load_cert_crl_file:system lib
0.000001 (0.018499) main: FskUtilsInstallOpenFileHandler
(CA stands for Certificate Authority)
I believe the issue is related to permissions, since the application launches for some, but not others. I've tried repairing permissions, but no luck. I will explore manually changing permissions on any folders related to the Library application, but I also emailed Kinoma, who makes the utilities Sony uses to drive the Library application and which are spitting out these errors. I doubt they'll respond, but it was worth a shot.
