Since Google's free books are, I believe, public domain in the US, a bit of research could turn up which of them are public domain in other places--and they could be either opened to those places, or copied to a different spot in the server and distributed freely. "Click here for the European/Australian version" is possible.
Those books that are not public domain in other places would have to be dealt with differently--which is why Google doesn't bother with them; it's not worth their time to sort out which books are & aren't PD everywhere.
