Further to my post above a about the Washington DC public library e-collection, I made it to DC last week and visited the Library. The Great News is that the DC public library only charges $20 a year for non-resident library cards. Their e-collection is very large and they acquire lots of new releases. You can get an account and temporary card number online, but must show up at one of the branches within 30 days of online registration in order to show your drivers license and pick up your card and permanent card number. Note that you loose the books in your wish list when the permanent number is issued.
