In the absence of 3G, can you authorise your b&n account while tethered to computer, and download b&n books that way?
You have to use VPN on your PC, B&N tracks IPs and doesn't allow purchases from outside US. If you purchase with VPN activated, you can download your books from B&N via Internet Explorer, the B&N reader software and directly on your nook (originally, via WiFi. But with the SIM replacement "trick" via 3G as well).
