From my quick search it appears Professional, Ultimate, and Enterprise are the only versions that support WOW64, which is Windows on Windows 64. It is, essentially, 32 bit Windows XP on 64 bit Windows 7.

I think you are confusing WOW64 and XP Mode, which are two very different things.
