Actually, they aren't. The speed LIMIT is just that. The LIMIT... you are not required to drive that that speed. Most highways have a posted minimum speed, usually 40MPH.
Also, you are supposed to drive a speed conducive to the conditions. Just because the speed limit is 70... if it is night time and snowing and you are going 70 you could still be ticket for reckless driving.

no doubt. I also hate people that speed up when I attempt to pass them. I usually use cruise control and know I didn't change my speed.
