Mainly because they anoy people that get stacked up behind them so much that you tend to take stupid chances to overtake them.
I agree there is a concept of dangerously slow driving; but I once saw a TV clip of a driver who pulled up behind a parked police car on a motorway hard shoulder - he wanted to know how he was supposed to drive at 70 mph in the thick fog that was engulfing him at the time .
